Earlier in her career, Kathy was an Associate Counsel to President Bill Clinton, where she defended the White House and the Office of the President in independent counsel and congressional investigations.

She was also a key architect of the Paris Agreement on Climate Change, a UN-negotiated agreement designed to mitigate global warming, which went into effect in November 2016. In June 2017, President Trump announced his intention to withdraw the United States from the agreement.
